Keberadaan GM Cluster dan VP Operations sering dipertanyakan karena keduanya berada di jalur operasional. Namun secara fungsi, keduanya bekerja pada level berbeda. VP Ops berfokus pada kebijakan operasional makro, sementara GM Cluster menangani eksekusi mikro di tingkat properti.
Menurut Deloitte Hospitality Structure Study (2022), VP Ops mengelola kebijakan lintas wilayah, sedangkan GM Cluster memastikan kebijakan tersebut berjalan efektif di lapangan. Tanpa GM Cluster, VP Ops berisiko kehilangan kedekatan dengan realitas operasional hotel.

The coexistence of Cluster GMs and a VP of Operations often prompts concerns about functional overlap. However, these roles operate at distinct organizational levels. The VP Ops focuses on macro-level operational policy, while the Cluster GM ensures micro-level execution at property clusters.
According to the Deloitte Hospitality Structure Study (2022), VP Ops oversee regional or national policies, while Cluster GMs translate those policies into practical implementation on-site. Without Cluster GMs, VP Ops risk losing operational proximity.
